Nail Art How-To: Beautiful Black Lace Nails

Nail artist Simcha Whitehill aka Miss Pop created this sexy black lace look for Emerson for one of the brand's runway shows. Now, she shows and tells Cosmo (and you!) exactly how to get this fashion-forward, must-try mani.

1. Prep and paint. File nails into desired shape, then push back cuticles — DO NOT CUT THEM! — and apply basecoat. Then apply two coats of an opaque nude shade, like Orly Pure Porcelain. Allow polish to set for a few minutes before moving onto step two.

2. Create some lace. Dip a nail art striper brush in a metallic black polish, like Deborah Lippmann Hit Me With Your Best Shot, then draw on a fishnet pattern by creating criss-cross diagonal lines. Create a triangle at by your cuticle by drawing lines from the bottom left corner to the top right, and then the bottom right to top left. Continue with lines in this pattern until you've covered the whole nail. Make sure to leave enoug space between each line to add fleurettes.

3. Draw four dots into a four leaf clover shape at each "x." Pour a little bit of the metallic black paint out on a piece of foil. Use the small end of dotter tool to dab four dots where each of the diagonal lines intersect.

4. Complete the lace design. Create a sheer versino of the black metallic polish by mixing a ratio of 3 parts nail polish remover and one part polish in the cap of your remover bottle. Dip your striper brush into the mixture use slightly rounded strokes to draw little "x" shapes within each diamond section. This continues the fishnet effect. Once nails have set, finish with a top coat.

Sexy, right? Now go on and give this sexy mani a go, and then tweet us your DIY design with the hashtag #CosmoManiMonday.

Makeup How-To: Beautiful Blonde Brows

If you have blonde hair and your brows appear basically non-existent IRL and in photos, use these tips from makeup artist Lauren Cosenza. Her brow-to will show you how to fill in barely-there blonde eyebrows for a pretty, natural look.

1. Comb through your eyebrows. "Use a spoolie brush to work your eyebrows into a slightly upward direction," Cosenza says.

2. Determine where your brows should begin. "Holding a slant-tip brush vertically along the side of your nose, line it up with your brow to figure out where you should start filling in your arches," she says. Erica used MAC Cosmetics 208 brush.

3. Figure out where the tail of your brow should end. "Holding the end of the same brush that you used in step two by the tip of your nose, direct the tip of the brush toward the outer corner of your eye at a 45 degree angle," Cosenza says. "This is where the tail of the brow should end."

4. Use an eyebrow pencil to draw the brow shape. Lightly fill in sparse spots of your brow with a blonde pencil, since it's more subtle than a regular brown pencil. That way you won't go overboard when you shade it in. Erica used Laura Mercier's Eye Brow Pencil in Ash Blonde.

5. Apply brow powder to fill in your eyebrow. With the same slant-tip brush you've been using and a brow powder that's one shade lighter than your hairs, comb through your brows using backward and then forward strokes to diffuse the brow powder. This way your arches will look more natural. Erica swiped on Amazing Cosmetics Brow Powder in Blonde.

6. Clean the edges above and below the brow. Using a color correcting cover-up and a concealer brush, diffuse any harsh lines with around the top and bottom of your brow.

Hair How-To: A Beautiful Bow Style

Let's be honest, you know you want to wear this cute bow look to the next party you're going to. Matt Fugate, a stylist at the Sally Hershberger Downtown Salon, is here to help you tie one on in just four simple steps.

1. Pull your hair up on top of your head. "Be sure that when you pull it up, you flip the ends of your hair forward and then grab your hair, creating a bubble," Fugate says. "Then, wrap an elastic hair band around the base of the folded hair to anchor the style."

2. Separate the bubble of hair down the middle. This creates the bow's sides.

3. Finish off the bow. "Grab the ends of your hair and wrap them toward the back of your head down the center of the parted sides," he says. "This section of hair serves as the center part of the bow and finishes the look."

4. Pin your style into place. Use a few bobby pins to keep the center strands from springing forward and to secure your entire bow hairstyle.

Done and done. Now slip on that sexy freakum dress and go!

GOP Congressman Calls CNN Host A Beautiful Liar

Republican congressman Todd Dikita — who represents Indiana’s 4th district in the House — appeared on CNN this morning to discuss the government shutdown with anchor Carol Costello. They had a frosty little back-and-forth about where to place the blame for the whole mess, which resembled less a newsroom discussion and more a fight between two sassy middle school friends at recess. My favorite, and much repeated line from Todd: “Seriously Carol, seriously.”

Wait, no, that’s my second favorite line. Because the highlight of the whole segment came close to the end, with Dikita, that ol’ charmer, throwing this one out there: “Carol, you’re beautiful, but you have to be honest.” And then Costello ends the interview BECAUSE SHE’S BLUSHING AND GIGGLY. Not really, though, it’s because she’s appalled. No post about a beautiful liar (not that Carol is a liar, but you know), however, is complete without this GIF:

Gwyneth "Goopy" Paltrow is <i>People's</i> Most Beautiful Woman

Congratulations to Gwyneth "I Can Carry Tracy Anderson (The Actual Woman, Not The Workout DVDs) In My Oversized Purse" Paltrow, who has just been honored with the coveted title of People Magazine's World's Most Beautiful Woman. As if she and her BFF Beyoncé need more bragging rights; Bey was People's 2012 winner. This is just getting ridiculous. We get it: You're perfect.

But Gwyneth was surprised when she found out she'd gotten the title via email. "I honestly thought someone was playing a joke on me. Around the house, I'm in jeans and a T-shirt. I don't really wear makeup. If I've gotten fully dressed up, [husband Chris Martin] will be like, 'Oh, wow! You're Gwyneth Paltrow!' Because he's used to seeing me in like baggy shorts and frizzy hair."

Admittedly, since Hollywood is such an ageist industry, it's awesome to see a woman out of her 20s be recognized for the title. But do you guys really think Gwyneth is the world's most beautiful woman? She's gorgeous, but there are just so many actresses and performers to choose from! Here are my personal choices for that particular honor.

Olivia Wilde
Have you ever seen a face more symmetrical?! And her hair is always irritatingly perfect.

Eva Mendes
Forget for just a second that she's dating your boyfriend and admit it: She's absolutely gorgeous.

Amanda Seyfried
Her sort of beauty is that slightly-alien-looking kind most often found on runway models, and maybe it's not necessarily People material. Nevertheless, this one time, I saw her on the street in New York and I almost walked into a pole.

Rihanna
If any Muggle woman went out every night and engaged in various forms of hedonism as often as Rihanna does, our face would look like a leather bag by now. Somehow, she manages to stay as lovely as ever, whether she's in a pixie cut phase or keeping her hair long.

But none of this really matters, since it's the inside that counts, and everything. Yeah, totally. The inside!

A Beautiful Way to Give Back: Kiehl's Powerful-Strength Line-Reducing Concentrate

If you want to give back but don't really know where to begin, why not start with your beauty regimen? Seriously.

Making a difference is now as easy as dabbing on a serum. Let us explain:

Effective immediately and until April 15, Kiehl’s has partnered up with DonorsChoose.org—an online charity that makes it easy for anyone to help students in need. How does it work? Public school teachers from every corner of America post classroom project requests on the site, allowing you to give any amount to the project that most inspires you. Amazing, right?

So here's how you can make your beauty mark. All you have to do is purchase the limited-edition, jumbo-size 3.4 oz. Kiehl's Powerful-Strength Line-Reducing Concentrate, $100, kiehls.com—which helps reduce fine lines and wrinkles, and improve skin's texture, by the way! Note: Make sure you pick up the one that comes in this specially designed sleeve (shown left).

Then, once you've purchased the concentrate, look for the $50 DonorsChoose.org gift code found in the underside of each sleeve. Next, punch that code in here to choose a science education project to contribute to. Easy enough.

Now, for the super cool news: Kiehl’s will be donating 100 percent of net profits up to $50,000 from the sales of each concentrate to the science education projects that you chose from local public schools or from anywhere in the country!

This is the definition of a win-win scenario. You end up with sexy, youthful-looking skin, and you get to support teachers and students, helping them to get what their classrooms need.

Are you excited to purchase this fine line-fighting concentrate and simultaneously help support education? We know we are!

<em>Cosmo</em> Readers Give Back in a Beautiful Way

Meet the Beauty Bloggers

Carly Cardellino: I'm the beauty and fashion editor here at Cosmopolitan.com. I'll try just about anything once (I have the crop cut—my hair used to be super-long—and body wave to prove it) and then report back. I'm obsessed with hair products, like volumizers and salt sprays, as well as mascara, nail polish, a good foundation (right now I'm using Tom Ford Beauty Traceless Foundation SPF 15), and blush (it literally changes the way you look in seconds)—hopefully you can see why I'm in this business. I also love picking out head-to-toe outfits for friends whether they're going on a date with their guy or a black-tie wedding—so feel free to click on that "contact" link below and send me a question.

Leah Wyar: Ladies, I’m the DIY beauty guru. My specialties? Spray-tanning and mastering the at-home manicure. I’ve tried dozens of spray-tanning formulas and have mastered the art of the self-tan (don’t worry, I’ll share!). Plus, I paint on the hottest nail trends every week (currently I’m obsessed with the glitter and dark polish trend). Follow me as I branch out and perfect my DIY skills (up next: waxing!).

Marta Topran: I’m obsessed with making my skin as glowy as possible. That means trying out every anti-aging potion out there and never leaving the house without some sort of shimmery highlighter on my cheekbones. I’m also the resident brow and lash addict. Right now, I’m rocking super long lash extensions that I can’t believe I ever lived without.
